What would make this world into a Utopia?

A group of strangers gather to design a fair society where everyone has the resources they need. To ensure none of them rig the system, they must be placed under a veil of ignorance. Under this veil, they’re blind to information about age, sex, profession, wealth, religion, and so on. The utopia machine provides this veil of ignorance for such societal committees.
