What would make this world into a Utopia?

A machine to purge all the crappy people and banish them to Limbo forever until they die naturally

Why?

There’s too many a-holes in the world and not enough good folks. Plus the world is overpopulated anyway, we need less people who are ruining the planet.  Anon.
