What would make this world into a Utopia?

Any funding put towards policing, imprisonment, and the military must be paired with a greater increase in funding toward local and international social and aid programs.

Why?

I don’t believe we can exist without violence, the final deterrent for absolute and extreme evil must be absolute and extreme, but the root of most of the violence we see in our world is some people having way too much while many people have way too little. Consistent and comprehensive support of the global impoverished would do much to reduce violence born from a sense of necessity, and limiting the amount of money going to wealthy people who enact or enforce violence for profit would reduce violence born from greed. Hard restrictions are difficult to enact and enforce, so a soft limiter like “you can take as much as you want, as long as youre able to give more to others” seems more practical and more difficult to shoot down.
