What would make this world into a Utopia?

Why?

For every fictional world, there needs to be a balance to keep it going and functioning. A balance between truth and lies. Between power and greed. Between time and energy. At the base of the fictional system, balance is needed. Otherwise, it will all come crashing down. Poor.
