What would make this world into a Utopia?

Everyone having their own safe place, a home. Happiness all around with a rainbow of colors filling the air with joy. Green trees everywhere with flowers of all colors and the sky as blue as can be, thus exploring a healthy and happy atmosphere.

Why?

Because during this day and age due to the increase in living costs and overpopulation there are unfortunately a lot of homeless people. It’s extremely sad Walking the streets of L.A seeing homeless people due to issues such as them trying to escape domestic violence situations and due to them not wanting live in a toxic, harmful and even leading to death living environment they are deemed homeless due to trying to escape those circumstances.
